Senator William E. Borah urgently seconded the Riff proposal; the Administration urged that France Would resent any official American overtures; the opponents of Joseph Caillaux poited out again that the Riff war was taing French money which should be applied to war debts. The Riff peace appeal came from Sidi Mohammed commander-inchief of the Riff armies.- Aniercan officials take the posi- tion, however, that France would re- buff any Amerian overture to act as intermediary, and the Administration Is unwilling to risk rejection of its good' offices. "It is a singularly pathetic, a tragic thing, that neutral nations are to be prevented from lifting a voice in be- half of peace in the case of the Riff- tans," Senator Borahi said. "As I understand it, these people have never been conquered and are fighting now for their lives and their liberty. France is spending $1,000,000 a day in this conquest, and very like- ly will sink $200,000,000 or $300,000,- 000 *before she is through trying to subdue the Riffians.
