Washington, Feb. 20.-Conferees of
the Senate and House on the postal
pay and rate increase bill failed to
reach any agreement at their first
meeting today, looking towards a com-
promise on their respective measures.
Managers of the bills, which differ
widely in- the rate sections, stood by
their respective, measures through a i
three hour conference, and it was in-
t imated that several additional meet-
ings would- be necessary to bring
about an agreement.
