Varsailes Treaity The United States will accept no responsibilities under the Treaty, of Versailles unless in any particular, case Congress has authorized such action. The United States proposes that the Covenant be so amended that 'any self-governing state 'that receives the favorable vote of two-thirds of the As- sembly may Join the League. The United States asks that some provision be made by the League for the continuing development of Inter- national Law. In arguing for American cooperation with the League of N4ations, the au- thor emphasized the fact that the League, as it Is= now constituted, is a far different body from that planned by its makers. H is reasoning for the adoption of the League as the basis for any future organization for the promotion of world peace based on the fact that this rganization was al+- ready firmly established and it c~ould b~e difficult to create any new world- wide organization without encounter- ing the opposition of those countries favoring the league. The, Jury of Award, in offering the plan to the American public express- ed the hope that its first fruit would be a general prohibition of the mnanu- facture and sale of all materials of wvar.
