Bingliam of Louisville, Ky., presiding. The results of a survey of the Northwest and Middle West wheat belts just completed was given to the conference in an address by Frank 0. Lowden, former governor of Illinois. Mr. Bingham who is owner of the Louisville Courier-Journal, is responsible for the cooper- ative organization of the tobacco growers.
