On this anniversary, the claim is set forth by its admirers 'that .he League has "demonstrated thatna tions can cooperate without losing their sovereignty, without using force and with mutual advantage to all." The day also is important from a League point of view because the 16th annual meeting of the Council of the League will be held tomorrow at Geneva. The Council is composed of representatives of Great Britain, France, Italy, Japan, Belgium, Brazil, Spain and China. Establishes New Law It will .consider the protest of the government of Lithuania concerning the elections organized to determine whether the Vilna territory shall be Polish or Lithuanian, the methods de- vised for the division of Upper Si- lesia, between Poland and Germany, and questions affecting mandates over backward peoples. "The League has built up a flexible structure for international cooper- ation," says an estimate of its accom- plishments issued today by the League of Nations News Bureau. 'It has solved several serious conflicts be- tween nations and established the machinery for solving others that may arise. It has begun the creation of a new kind of international law-; has advanced certain highly humani- tarian projects and has provided a broad forum for international confer- ence whether on general or technical questions.", Aims, to Pre-vent War Creation of the Permanent Court of International Justice is referred to in this statement 'as the "greatest single triumph" of the. League. De- claring that the League's first task is to prevent war, the statement adds: "Already five disputes threat- ening world peace have been brought before it. Three have been settled finally and twoare in negotiation. Procedure wholy new in diplomacy has been used on several occasions but force never." EYlt x . ._.... Constant Talmadge's most recent production, "Woman's Place," is the screen attraction for the last four days of the week. The star plays the role of the attractive candidate whom the women haveaput up for mayor. Although political in its background, the story develops an interesting ro- mance. MAJESTIC "The Conquering Power," the new- est production of Rex Ingram, is here for the entire week. The picture is an adaptation of Balzac's famous story of love and greed, Eugenie Grandet." Alice Terry and Rudolph Valentino, who created such memorable suc- cesses in 'The Four Horsemen of the Apocalypse," have the leading roles of Eugenie and her Parisian suitor. The story is laid in a provincial city of France where the miserly old Grandet hoarded his gold and lived in poverty with his daughter Eugenie. New oYrk critics agree that- "The Conquering Power" is a distinct contribution to the evolution of the moving picture production. In addition to the feature Buster Keaton will be seen in a high class comedy, "High Sign."
