The report discusses all aspects of the situation here, basing much of its recommendation for study on the as- sumption that at some future date the St. Lawrence river will link the lakes with the sea, thereby placing lake ports on the path of ocean vessels. Should Study From Three Sides The committee urges that the board study the problem from three sides, namely the port of Detroit as a res- ervoir, a funnel and a phase in a larg- er complete movement involving all movements from origin to destination. The recommendation is made that a close study be made of the domestic. foreign and transit business that might be carried on over the water route. "Detroit should be studied to de- termine the proportion and probable tonnage in full for the district," the committee says. "The economic div- ide for the hiterland trade should be found and plans made to atract our share of business on this side of the divide. Investigate Smaller Ports "It would not be economical to de- velon each port on the.lakes to the standard of a port of foreign trade. Many lake ports will be domestic In scope, feeding the others. A study of the business of the smaller ports in Detroit's territory should be made to determine the volume of slmnments and their probable destination. It should be borne In mind that goods reaching the port by water will re- quire different facilities for handling than those arriving by rail. "One of the most vital questions to be considered is the matter of Joint water and rail rates. Information a to through rates from Inland plants must be compiled. It must be mde possible for shipments to be made through the Port of Derot at favor- able through rates. Other lake ports must not be permitted to obtain lower through rates. Questions to be Studied "Direct questions to be studied in- clude the following: "Maximum possible saving in time and cost by shipping by water from Detrotrinstead of by rail or land transport. "Consideration of the terminal as a whole, with the rail and water trans fer as one of the incidents involved. This involves the study of existing and ideal layout of rail fanoisties o terminalwhich at present are not laid out to assist transfer. "Consideration of the merchandise handled through this terminal, land carriage and study of the proportion which could be economically carried part of its Journey by water. "Total cost of present terminal ser- vice both actual and as affecting freight rates. "Reservation of waterfront for wat- erfront business. "Location of rail terminals away from the waterfront, thus releasng waterfrontage for its natural use. "Clearing and interchange between rail and water and between water and truck.
