The city has gone along very well to date but an improvement can be made by adopting the proposed new charter even though experts are not employed to fill the different offices. City Outgrows Old Charter The city has outgrown the old char- ter and needs a new one that will do away with the large boards and un- necessary timber and absolutelyrfix responsibility. The proposed new charter provides for this and many other simplified methods of conducting city business so that it will not re- quire expensive expert material in many of the departments. The new charter will so improve the general run of things that city business will be carried on in a much more prompt and thorough business like manner at comparatively less expense. 'very citizen should read thorough- ly the proposed charter when publish- ed and not jump at conclusions formed by hearsay, partial publications, or communications of this or any other kind. Read and study the charter and learn whether things are definitely fixed by the charter provision. Decide whether the charter provision 'gives the council tight'to enact an ordinance regulating such things as you !think shoid be arranged for and are not now definitely fixed. Any ordinance can be repealed or changed in any two regular meetings of the council and if the people do not like an ordi- nance governing any particular thing, they can by petition have it placed before the electors for approval or rejection. New Document Complies Withi Law There are things fixed by law that must go in a charter and things that may go in a charter and things that can not Le put in a charter. All these things have been complied with in the proposed charter and voters should be sure and help nominate and elect good material for mayor and councilmen, as those elected next April will serve under the new document, if adopted, and under the old, if the new is not adopted.
