Vaughan has pre- pared a paper on "Community Hospi- tals" which he will read before the. National Council of Public Health in Chicago today. This is a subject which is being widely discussed of. late and one in which Dr. Vaughan is especially interested. Statistics show that during the last 20 years ,the death rate in cities has actually gone down, while the death rate for rural districts has remained practically the same and even in- creased in. some states. "The reason for this is quite obvious, the tast 20 years has seen a tremendous improve- ment in the methods for treating and preventing sickness. A hospital is necessary to the carrying out of -these modern methods. and the cities have erected these hospitals while the smaller communities have not been able to do so. In other words, city people have a better chance at life than country people," says Dr. Vaughan' Dr. Vaughan has several plans for enabling communities to constructa suitable hospital One plan which has been tried with success is that of the county building a hospital in a cen- trally located place, such as the county seat. Charlevoix and Kalama- zoo counties have erected such places but a state law should be passed mak- ing it more easy for a county to do so, according to Dr. Vaughan.
