E. Cooley refused to comment on the contents of the speech itself.x However, Dean Cooley did not hesi- tate to express his opinion concerning the future outlook of the international situation. "In my mind there is no question but there will be another worid war. In all probability it will far outstrip all previous struggles, not excepting the one through which we have just passed. We are not out of the woods yet by any means. World conflicts have only just begun. TWO -NITRATE PLANT BILLS ARE NOW BEFORE CONGRESS Two bills are now before CongressI with reference to changing the gov- ernment nitrate plants manufacturing munitions during the war ihto plants for the manufacture of fertilizers. Prof. A. H. White of the department of chemical engineering is working on the redesigning of Nitrate Plant No. 1, near Muscle Shoals, Alabama. One of these bills is now before the Senate. It deals with the government organization and operation of plants to produce fertilizer in time of peace and munitions in time of war. This bilLwas contemplated in the-National Defense Act of 1916, which made the first appropriations for the plants. These have grown in such a way as to make the fertilizer interests alarmed and the 'bills are meeting with some opposition. The second bill is for an appropria- tion for $10,000,000 to carry on the building of a dam in the Tennessee river at Muscle Shoals at Nitrate Plant No. 2. COPY BEING PREPARED FOR DECENNIAL ALU3M CATALOGUE Schatzle, '11D, has came the first no- tice of his death,-which occurred Sept. 2, 1917, while he was serving with the German air forces at the French front. Schatzle was a German ace. At the beginning of the war Schatzle was practicing his profession at Wal- denburg, Switzerland. He left his practice, however, when he was called to the colors in October, 1914, entering the air service. He became an unter- officer, which corresponds to the rank of sergeant in the United States army, was cited for distinguished service in action, and eventually became an ace. At present it is not actually known whether or not the book will be published this year, as the consent of the Board of Regents is necessary, and too high a cost for pub- lishing would probably cause the board to postpone the printing of the book. If the catalogue is printed it will contain lists of all the regents of the University, the presidents, secretaries, treasurers, superintendents of public; instruction, members of the faculties, graduates, and non-graduates who at- tended the University. The catalogue has found ready salel among alumni in the past, but it may be that the cost of putting out the book this year would make the price too high. In such a contingency the University would have to bear the loss, and it is this possibility which makes its publication uncertain at present.
