I TEACHERS' PENSWN BILL 0 PRESENT IMPROVED SYSTEM TO LEGISLATURE IN 1921 Prof. James W. Glover, of the math- natics department, spoke before the hool teachers of Grand Rapids yes- irday on the proposed new teachers' etirement bill which will be present- I to th6 legislature in 1921. Last eek Professor Glover spoke before ie Saginaw County Teachers' asso- ation where ,the new bill met with pproval. The old teachers' retirement law had >ur faults: too low rates, no state articipation in payments, no return teachers who left service, and com- ulsion. According to Professor Glover ae old bill does not fill the require- ents of modern retirement systems. To Receive Annuity of $600 f Professor Glover, who is consult- lg actuary to the .State Retirement ard, says that in order to allow machers who have reached the age of 0 and have finished 30 years' service receive an annuity of $600 a fund f $500,000 would be required annu- lly. The new system, if adopted, will art next year. Membership is coe- pulsory to new teachers and optional to old. In case of permanent dis- ability the teacher would at once re- ceive the annuity, for life. If teachers leave theprofession or die before retirement, all payments will be returned to the teacher or her heirs with compound interest at four per cent. If she dies after retirement but before having received the total of her payments, the balance will be paid to her legal representative. Payment rates vary according to age from $35 a yeat at 18, to $150 a year at 43, which is the maximum. It is calculated that the teacher will thus furnish $300 a year, which the state will match to provide an annual amount of $600 a year.. Should Make Up For Low Salaries Professor Glover regards teaching as one of the most important of pro- fessions, and says that there is a defi- ciency of 30,000 teachers at the pres- ent time. He believes that inducements should be made to make up for the low salaries paid teachers at present, although he does not consider it like- ly that teachers will ever receive pay in proportion to the amount of time spent in preparation and the import- ance of the work. , It is to hold out other advantages that the new retire- ment bill has been proposed.
