I St. Louis, Dec. 10.--The average in- telligence of college students is lower than that which prevailed years ago, according to theannual report of Dr. Frederick A. Hall, chancellor of Wash-' ington university. This conclusion, the report explains, coincides with that of authorities in other educational institutions, as as- certained through correspondence. The number of college students has been increasing steadily, the report states. "If the present growth of numbers is indicative of what may be expected in the near future," continues the re- port, "the colleges will have to watch carefully in order to prevent turning1 out a low er type of graduate than that which has characterized colleges hitherto. "It is only fair to say that, so far as I can learn from the faculty, it is thought that the work of the student body has not this year been as good as that of previous years; that con- trary to the people's expectations that the young would be more purposeful and earnest by reason of war experi- ence; they seem to be less inclined to serious labor, and that an unusual pro- portion of students had to be drop- ped because of the inferior quality of their work." The report asserts that until two years ago the proportional increase by women in the college section of the university was gaining notably in the proportional increase in the number of men, but that in the last two years the proportional increase by men has been greater. Men, the report adds, usually are reluctant to continue in classes in-which they are outnumber- ed by women. Detroit, Dec. 10.-- Approximately four times as many passports have been 1iubd here to persons desiring to visit foreign countries during 1920 as in 1919, according to the clerk of the federal offices. The demand for passports has been steady since the first of the year, due it is explained, to the fact that many persons of foreign birth were denied the opportunity of visiting their home lands during the war. The greater number of passports are issued to persons desiring to visit Italy and Belgium. Visitors to Great Britain rank third in number. A fewt are issued to Poland.
