of the finance committee, composed
of the chairman of the board, the di-
rector of outdoor athletics, and the
treasurer of the Athletic association,
who have general control over all
moneys received?
A. P. G. Bartelme as director of

chairman of the board in control of
athletics are at present 'the only mem-
berg of 'the finance committee. The
board of directors has not yet elected
its 'treasurer. Such treaurer is the
third member of the Finance Commit-
tee.
Q. Could not the annual report of
the board in -control to the Regents
and University Senate be published in
The Daily at the end of each year?

A. Yes. This report has occasion-
ally been published in, part in The
Daily. Usually, however, The Daily
has felt that not sufficient space could
be given to the printing of the report
in full. The result has been that oc-
casionally when extracts have been
printed a false impression has been
given as to what the report has cover-
ed. This report is prepared by the
chairman of the board and he is not
only entirely willing but anxious that
it be published in full in "the baily
as has usually been done, in the
Alumnus.
Q. Is every student who pays the
$5 annual fee a member of the Ath-
letic association?
A. Yes.
Q. Who are the present directors
of the Athletic association, which we
hear includes the director of athletics,
a secretary, a treasurer, a baseball
manager, a football manager, a track
mnanager, and interscholastic manager?
When do they hold meetings? What
powers have these directors? Do their

A. A. I do not have in mind the
names of the various managers. This
could be easily obtained at 'the' ath-
letic office.

c and d. The, affairs of the corpora
tion are niormally conducted by its
board of directors: This would be true
in case of the Athletic association, but
for the fact that the Board of Regents
has provided, "The board in control
of athletic sshall have full control of
all questions pertaining to athletics,
except as hereinafter specified. It
shall make, adopt, and enforce the
necessary rules , governing al "ques-
tions pertaining to the eligibility of
players, intercollegiate relations and
membership in associations of uni-
varsities and colleges "organized for
the regulation of athletics. It shall
be the purpose of the board in all
its actions and in any ,rules that if
may adopt, to foster reasonable partic-
ipation by the student body in gener-
al, in the various forms of indoor
and outdoor physical exercise." The
Board of Regents has further provid-'
ed that "1. The Athletic association
of the University of Michigan (a cor-
poration) is permitted to continue the
active management of all athletic en-
terprises connected with the Univer-
sity° subject in all respects to the con-
trol and approval of the board in con
trol of athltics, and subject to the
fallowing rules and regulations:
(a) All moneys received 'by the as-
sociation from, any source~ shall" im-'
mediately be deposited, to the credit
of the association, in a 'bank or banks
by the board in control.
"(b) No withdrawals shall be made
from such deposits except upon vouch-
ers which shall bear the signatur~e of
the chairman of the board in control,
the director of outdoor athletics, and
the treasurer of the Athletic associa-
tion, which three persons shall, con-
stitute a finance committee with pow.
er to authorize the expenditure of
money belongingto the association;
Provided, that the said finance com-
mittee shall not expend or authorize
Xhe expenditure of any amoun'ts over
