Says Birrell Alone Should Not have Beets Blamed for All Blunders London, May 10.-In the House of Lords totay, Lord Loreburn intro- duced a motion expressing dissatis- faction with the administration of Ireland. H% complained that the government had ample warning of what was likely to happen and that it had an insuf- ficiency of troops in Ireland, and was surprised by the rebellion, but it was not right, he declared, that one min- ister should be made a scapegoat. Oth- er ministers must have known what was going on and they ought to have been as frank as Augustine Birrell, chief secretary for, Ireland, who re- signed after the rebellion had been quelled. The Marquis of Crewe admitted that blunders had been made and that it was important to learn at whose door the charge should be laid. Mr. Birrell had taken his share of the blame and resigned,, and the speaker was able to state that the Lord Lieutenant of Ireland, Lord Wimborne, also had re- signed.
