"Patent Mdicines are the greatest fraud perpetrated on the American public today," said Dr. Mark Marshali last night in his talk before the health service representatives in the anmph.- theater of the Medical building. "In fact, over $100.00,000 was spent fo them in the year 191; alone." "The Pure Food and Drug Act of 1906 did more than anything else to do away with the sale of habit form- ing drugs and alcohol in the form of patent medicines. That this bill was passed was due almost entirely to the influence of a series of articles ap- pearing in Collier's Weekly, by Dr. S. H. Adams. The f-arrison law, under which an account must be given for the sale of every ounce of habit form- ing drug, has also aided infinitely in checking the illicit sale of these drugs," continued Dr. Marshall. The various means of adve tisin through the daily papers and ways of evading fraudulent statements was well brought out. Ignorance and su- perstition appealed to through adver- tisements in papers are the two causes for the remarkable sale of patent med- icines. Dr. Marshall cited numerous examples, one of the most interesting of these being "Sanatogen" which has the endorsement of more than 21,000 doctors, but which, according to Dr Marshall, is made from the residue of sour milk and has no medical prop- erties excepting a slight food value. Due to the. passage of the Fraud Act, advertising in the papers has be- come more guarded, since it makes the advertiscr liable to arrest on the charge of getting money illicitly thru the mails. Advertising is the great- est item in the sale of these medi- cines, nearly $40,.00.000 being spent annually for this purpose. REPORT SEVERAL )IEXICANS hILLED IN BORDER FIGHTS; WILSON CALLS OUT TROOPS FROM THREE STATES (Continued from Page One) can territory from further attack. Although strong hope is still ex- pressed by administration officials that the situation may yet be composed without a clash with the Carranza forces, concern is manifested in Con- fressional circles over consular re- ports from Mexico City indicating a concentratin of Carranza forces in the central part of northern Mexiei Report Tentative Draft Accepted The hope of the administration was partly justified this afternoon by a report from Special Agent Ames Lynn Rodgers at Mexico City that General Carranza has approved the original tentative draft of the Scott-Obregon agreement already approved by Presi- dent Wilson. Officials here hoped to- night that this would be followed by a similar report late tonight to Gen- eral Scott. Announcement of the calling out of the national guard forces of the three border states was made by Secretary Laer this morning. He said: "'The outbreak in the Big Bend dis- trict of the Rio Grande has so far fur- ther emphasized the danger of similar ocurrences along our long border that the President has called out the ililia of Arizona, New Mexico, and Texas, and directed them to report to + encAral Funston, who will assign them stations along the border for patrol duly. Send Three Infantry Regiments Tn addition to that three additional regiments of regular infantry have been directed to proceed to the border a:id such further arrangements will be maade as are necessary for the com- plete security of the people of the United States against raids of this Mud.'.' The militia and regular army forces callel into the service will give Gen- eral Funston a total additional force ot approximately 8,000 men including tile regular infantry regiments, total- ling about 3,000 men, and the militia organizations aggregating 4,969 men. Although Secretary Baker insisted toiaight that there was in contempla- tion no additional calls on the nation- al guard, the division of militia af- Matinees Tues., Th. Sat. Scott and General Obregon held their fifth official conference at five o'clock this afternoon on the Mexican situa- tion, General Obregon coming to the American side of the line, going di- rectly to General Scott's private car. Only Generals Scott, Funston and Obregon and Senor Amador, secretary of Mexican foreign relations, attend- ed. T. J. McQuatters, against whose presence in the-conference the Mexi- can gencrals today protested, and the secretary to Mr. McQuatters, who has been acting as secretary of the meet- ing, were present for only a few mo- ments, then retired, the presumption being that the objection of General Obregon was sustained by General Scott.
