London in shape- Washington, March 1.-After being in session more than two hours today the house foreign relations committee adjourned without agreeing on any course of action on President Wilson's request that the resolution warning Americans off belligerent ships be re- ported out and acted on. The President and the leaders of Congress have failed thus far to agree in regard to a vote on the submarine issue. The ending of a day of many conferences found the President de- termined to force the issue presented by his letter "to the rules committee of the house and standing firm against any compromise. A decisive vote on the resolution warning Americans off armed passen- ger ships was insisted upon by the President. The consternation of Con- gress was greater today than it was on the night when the President un- 'expectedlysent his letter' to acting { Chairman Pou.
