HOUSE WILL RAISE FUNDS
BY INCOME TAX PROVISION
Members Determined to Block Other
Revenue Legislation, Say
Party Leaders
Washington, Jan. 26.-Developments
today indicated that the Democrats
of the house will repudiate President
Wilson's suggested revenue program
and insist that the income tax be re-
lied upon to finance the national de-
fense expenditures.
The disclosure that the Democrats
of the house are likely to oppose all
revenue measures for defense expen-
ditures, except the increase in the in-
come tax law, came as a surprise to
the President. The information re-
sulted from a careful canvass of the
situation in the house made by the
foremost Democratic leaders.
It developed that fully 50 members
have written letters to the house lead-
ers expressing their determination to
vote against all new excises or other
revenue legislation destined to pay for
the army and navy increases except
changes in the income tax law. It
was said authoritatively that fully 50
members, in addition to the number
who have written formal letters, en-
tertained the same determination.
As a result of this development it
was said on high authority today that
the ways and means committee is like-

ly to present to the house caucus a
bill increasing income tax rates by 150
or 200 per cent. The committee will
report such a measure, not because of
any conviction on the part of the ma-
pority that other proper sources of
taxationfor defense are not available,
but in recognition of 'the sentiment
among the Democratic membership of
the house.

WILSON ADMITS HE REVERSED
HIS VIEWS ON TARIFF BOARD
Washington, Jan. 26.-President
Wilson today made public two letters
written by him to Majority Leader
Kitchin explaining his views as to the
need for a tariff board. In one of
these letters President Wilson frankly
acknowledged that he has reversed
himself on this important subject. He
explained his change of front on the
ground that conditions throughout the
world have changed. President Wil-
son denies, however, that in chang-
ing his mind on the subject of the
tariff board his attitude on the ques-
tion of protection has been affected.
Berlin, by wireless, Jan. 26.-The
Sofia newspaper Utro prints a dispatch
from Athens today saying that the
Greek crown prosecutor, upon gov-
ernment orders, has commenced pro-
ceedings against Ex-Premier Venize-
los. If the Greek statesman does not
appear for examination, the dispatch
says he will be arrested to answer
for his recent utterances and actions
opposing the Greek govermnent's
stand favoring neutrality.
