Carl W. Ackerman, the United Press correspondent at Berlin, has sent the first authorized statement that the German Imperial government is draft- ing the final note which is intended to settle the whole affair satisfactorily. At the same time word was received from Ambassador Penfield at Vienna assuring the American government that no Austrian submarine was re- sponsible for sinking the liner Persia. The only things in the notes which are likely to be unsatisfactory to the United States are incomplete dis- avowal and failure to give assurances for the safety of non-combatants. Austria Withidraiws Troop~s Rome, Jan. 22.-Montenegrin and Albanian news has now been assumed as of a military character. Hence it is withheld and censored, and is in- evitably delayed. The Austrians rely upon the cooperation of Montenegro for the success of their future plans. Albania is now upset owing to the breaking off of peace negotiations. Thus it is indispensable that the Auis- trians shall not know the measures adopted to oppose their advances in- to Albania, which possibly has been abandoned since after the occupation of Cettinje. The Austrian troops at- tacking Montenegro were withdrawn and the operations are considered to have been concluded. Much time is needed for their resumption. The Mexicans soon disappeared in the brush.. The body of Akers was brought to El Paso today for burial after having been brought up the valley to Juarez by Mexican officials from the scene of the killing.
