C., Dec. 11.-An army of 1,500,000 men is necessary to entirely protect the United States from foreign invasion, according to the re- port of the college division of the gen-, eral army staff which was made public by Secretary of War Garrison in con- aection with his official report for the year. This force would consist of 121,000 regulars, 379,000 reserves, a Continental army of at least 500,000, and a furlough branch of this same service aggregating a total of 500,000 more. "Without superiority on the sea or an adequate land force, there is noth- ing to prevent any hostile power or coalition of powers from landing on our shore such part of its trained and disciplined troops as its available transports can carry," says the report. 'The time required is limited only by the average speed of its vessels and the dely necessarily consumed in em- barking and disembarking. "All the other powers of today have realized the necessity for maintaining .iighly trained and organized military and naval forces in times of peace, and all, or nearly all, are allied in pow- erful coalition." In order to demonstrate the unpre- paredness of the United States against other powers/the report gives a thor- ough description of the armaments of These nations, and the speed with which they could transport armies to American soil at any of the points be- tween coastguard stations.
