Yesterday's action of the board in control of athletics, looking toward strict enforcemeit of the present eli- ,ibility rules in regard to baseball candidates, is iot satisfactory. The reason is that it is a bark without any bite. Baseball men, many of whom have admitted swearing falsely as to their eligibility, are not to be prevent- ed from doing so in the future. No new machinery is to be set in motion to ascertain whether or not they are telling the truth.
