Word was received, a few days ago,
from the New York managers of Fer-
ruccio Busoni, the distinguished
pianist,, who is to appear on this
year's Choral Union series, at Ann
Arbor, that he was unable to sail from
Naples on October 20, in accordance
with the schedule, and that lie will
be delayed temporarily in reaching
America, so that It was necessary for
several of his dates, scheduled for the
first part of November, to be post-
poned.
He will appear in Ann ,Arbor,
Thursday evening, January 14, 1915,
instead of as originally announced,

THE CULT OF INCOMPETENCE

That technical, intellectual, moral
competence should be assigned its
part in government is the main con-
tention' of M. Faguet. He deals with
the government" of peoples, especially
with that of the French, and says that
there is too much incompetence in
the leaders of the people.
A democratic element is essentially
necessary to a people and also is an

aristocratic element, the writer do-
clares*' It is dangerous that the peo-
pie should be an, enigma and it is
necessary to know, what it feels,
thinks,, suffers and desires,' and for
that reason the democratic element is
essential. We should have, an aristo-
cratic element in order that all ad-
mits of precision' shall not be smoth-
ered by that which is confused, and
that which is exact shall not be ob-
scured by what is' vague. The real
government should be a blending of
democracy and aristocracy but it must
be a real fusion, is the conclusion of
the author.
One may-at first have a tendenicy to
doubt the theories expresser ut uipon
closer examination and thinkingL the
truth of the assertions will be appar-
ent. The style of the author is rather
brilliant and his manner of presenting
his arguments is forceful.
