We bespeak for it1 fvorable consideration not only at the hanids of senior laws but from all oth~er classes. In brief the plan pro- vides that $hould- any candidate for the presidency fail to secure a major- ity of the votes cast the two standig highest in the count shall be voted upon at a subsequent election the others being dropped from the ballots. The virtues of such a scheme are obvious in view of conditions pres- ent and past. It is of course appli- ~cab~le only where three or more seek thle presidency.
