CLONING

of 2001, introduced by Senator Sam
Brownback (R-Kansas) and now sup-
ported by over 30 of his colleagues,
seeks to criminalize all forms of human
cell cloning, including those solely
intended for research.
"Human cloning is an issue of vast
importance to our society - and for
humanity. It reveals the values we hold
and the worth we place on human life.
We should not create life just to destroy
it. The public is overwhelmingly
opposed to human cloning, and it is an
issue the Senate must address," Brown-
back said ina statement about the issue.
"There is a growing confusion on the
issue of cloning. Some in the Senate say
they want a limited ban on 'reproduc-
tive' cloning but not on so-called 'thera-
peutic' cloning. In order to be effective,
a ban on human cloning must stop the
cloning process at the beginning by ban-
ning all human cloning," he added.
The second bill, The Human Cloning
Prohibition Act of 2002, seeks "to pro-
hibit human cloning while preserving
important areas of medical research,
including stem cell research."
Introduced by U.S. Senator Arlen
Spector (R-Penn.), and sponsored by
several other senators, the bill was
recently redrafted to include scientific
and ethical reviews that would be

required before research involving
human embryos could begin. "Stem
cells offer enormous hope for solving
some of the most tragic illnesses con-
fronting Americans - and for that mat-
ter people worldwide. In November of
1998, stem cells burst on the scene,
holding this unique promise," Spector
said when first introducing the bill.
Other senators addressed the floor on
the bill's behalf as well, saying that it
would be wrong to outlaw a research
method that scientists say could help
people suffering from diseases.
"It would be unconscionable for Con-
gress to prohibit medical research that
offers hope to so many people with crip-
pling and often incurable diseases," U.S.
Senator Dianne Feinstein (D-Calif) said.
"As is the case with many medical tech-
nologies, it is not stem cell research
techniques that are the problem, but
some of their potential applications."
Last summer, the U.S. House of Rep-
resentatives - with the support of Presi-
dent Bush - passed a bill similar to the
one Brownback now sponsors. But
according to the Washington Post, sup-
port counts within the Senate have not
been conclusive, leading some to be
concerned over whether either bill will
be passed. If neither bill is passed, those
practicing reproductive cloning would
not face the proposed criminal charges
of up to 10 years in prison and
$1,000,000 in fines.
