Page 2-The Michigan Daily-Friday, June 19, 1987 City stalls sister city garbage truck By ELIZABETH ATKINS A garbage truck provided by Ann Arbor for its sister city in Juigalpa, Nicaragua may not depart until August because the Ann Arbor City Council vetoed a proposal to buy the truck. Legal complications concerning the truck's donation arose when Ann Arbor City Attorney Bruce Laidlaw said state law prohibits Michigan cities to act as charities, thereby requiring someone to pur - chase the vehicle. "Sending a truck there would be beyond (the city's) authority," Laidlaw said. He added that the question of liability in case of an accident or seizure of the truck during its 4,000 mile drive to Juigalpa further complicated the issue. Council members decided that the city will release $16,900 in do - nations to buy the truck to the task force if someone assumes owner - ship of the truck. The funds are now sitting in a city account. He added the city of Juigalpa may assume ownership, since it will be the ultimate owners of the truck. Kip Eckroad, who visited Juigal- pa in November with a 17-member delegation and one of the three men scheduled to drive the truck to Nica - ragua, was angered by the decision.
