Taxing dilemma
FOR HIGHER education, Reagan's new tax
seems to meet the goals of fairness and simplicity.
According to James Baker, Secretary of the Treas
79 percent of the nation's taxpayers will owe less than

Reagan properly decided to reject the Treasury De
tment's recommendation to end deductions for charit
