The task force, created in 1982 when the Legislature stiffened Michigan's drunk driving laws, also endorsed the concept of quick, administrative licen- se suspensions for tipsy motorists. State Police Director Gerald Hough said his agency already has the legal authority to set up checklanes, but in- dicated he will consult with the gover- nor's office before taking any action. Gov. James Blanchard has not yet taken a position on the issue. Under a proposal endorsed by the law enforcement subcommittee of the task force, motorists who go through checklanes would be looked at by police officers for outward signs of drunken- ness. Those who appeared sober would be allowed to get back on the road. The recommendation adopted by the task force calls on the state police, the Office of Highway Safety Planning and the University of Michigan Transpor- tation Research Institute to "develop and implement an experimental design ... and evaluate the use of temporary sobriety checklanes." A report back to the task force would be due by March 1, 1985. Hough, a member of the task force, said he hopes to have checklanes in operation by late summer or early fall. Tke Da Write on...
