from campus, and those who feel the
research has wide-ranging, beneficial
applications. Those against the new
guidelines believe the policy would set a
dangerous precedent - restricting the
freedom of researchers to conduct the
projects they want to.
THE WORDING, "substantial pur-
pose of which is to destroy or per-
manently incapacitate" has been
widely called a compromise between
the two sides.
Under the proposed guidelines, each
school or college would set up its own
committee to check new projects and
enforce the guidelines. The central ad-
ministration, in turn, would make sure
each unit was following the proper
procedure.
Despite the past conflict, however, it.
appears discussion on the final decision
may be peaceful, because of summer
vacation. Also the public comments
section of the Regents' meeting will be
held in Dearborn this afternoon.
MARY ROWLAND, president of the
Michigan Student Assembly, expressed
concern that the guidelines are being
discussed in the summer, and that the
issue was placed on the agenda late.

Rowland said she doesn't think
scheduling the vote for a summer
meeting was to intentionally exclude
students, but she added that she was
upset the vote came at a time when
many students could not easily attend
the meeting.
"I'm a little disappointed," Rowland
said. "A lot of people put a lot of time
into this and now they're out of town,"
she said.
Roger Kerson, a researcher hired by
MSA to investigate defense department
sponsored projects, said he will make
the trip to Dearborn to address the
Regents.
He said that although he is not com-
pletely happy about the final proposal,
it should be adopted. He added,
however, that the implementation and
enforcement of the policies is more im-
portant that the exact wording of the
resolution. He will urge the Regents to
be sure the guidelines will be enforced
if they decide to vote for them, he said.
