THE INDICTMENT charges the brothers with "conspiring to possess and illegally import marijuana with the intent to distribute it." The brothers face a maximum penalty of both a $280,000 fine and a 40- year jail sentence, said Al Winters, first assistant to the U.S. attorney in New Orleans. Federal drug officials in New Orleans seized the cargo of the Shures' boat and found Colombian marijuana on the boat estimated to be worth more than $10 million, Winters said. THE BROTHERS surrendered to federal officials in Detroit, Winters said. Detroit Federal Court Magistrate Steven Rhodes set bail at $150,000 each, but only required them to pay $1,500 a piece. The Shures have been ordered to New Orleans on May 11 for a hearing, at which a trial date will be set. Fred Shure has not been affiliated with the University since he resigned in 1977, said Assistant Engineering Dean Leland Quakenbush. "(The indictment was) as much a surprise to us as to anyone," he said. Ned Shure runs a book store in Yp- silanti, and the Michigan College Book Exchange.
