Police also disarmed a nine-pound time bomb in a telephone booth in the center of Jerusalem's Jewish business area. It was set to explode at the end of the rush hour, raising speculation that Palestinian terrorists were involved and that Israel would strike again at their bases in Lebanon. - PRIME Minister Menachem Begin's uncompromising doctrine dictates that any terrorist action designed to spill Jewish blood anywhere in the world merits Israeli military retaliation. Israeli newspapers said Begin told parIiambnt's Foreign Affairs and Security Committee Thursday that the guerrillas had canceled the 10-month- old cease-fire on the northern border by their insistence on attacking Israel on other fronts. They said Begin told the committee that the guerrillas had in effect ended the truce by interpreting it to limit military action only from Lebanon, and that Israel would not tolerate such a situation. IN ADDITION, Lt. Gen. Raphael Eytan, Israel's military chief of staff, confirmed in a newspaper interview yesterday that he had concentrated forces along the Lebanese border. Eytan made public what correspon- dents have known for weeks but could not report because of military censor- ship-that Israel has moved large quantities of troops and hardware to the Lebanese front. The buildup has gone on for more than a month and foreign reports claim 40,000 troops have been moved ot the border. In another indication of Israel's massive stake in the Lebanese arena, Begin disclosed that in recent years his government had supplied $100 million worth of arms and ammunition to pro- Israeli Christian militiamen in Lebanon.
