WASHINGTON (AP)- "Boat
people" refugees will continue fleeing
Vietnam in large. numbers, and the
United States and other nations will
have little choice but to find homes for
them, a government advisory panel
said yesterday.
It said more than 8,000 Vietnamese
refugees have been arriving by boat
each month in neighboring countries so
far this year, more than in the same
period a year ago.
THEY ARE in addition to the 1.4
million refugees who have fled Viet-
nam, Cambodia and Laos since the
Communist takeover in 1975. About
500,000 of them have been resettled in
the United States at a cost of about $1
billion a year.
"This flow from Indochina is going to
be with us for a substantial period of
time with no likelihood of a major
reduction in numbers," said Rita
Hauser, a member of the panel and a
former U.S. delegate to the U.N.
Human Rights Commission.
Marshall Green, chairman of the
four-member panel appointed by
Secretary of State Alexander Haig in-
dicated the refugees from Vietnam fall
into three major categories: people suf-
fering economic hardships, ethnic
Chinese who are the object of racial
bias by the Vietnamese government
and southerners who are being per-
secuted "because of the role they
played at one time" before the com-
munist takeover.
GREEN TOLD reporters the panel
wants the government to make sure the
boat people continue to receive refugee
status, rather than be reclassified as
potential immigrants, which would
make it much more difficult for them to
enter the United States.
He also said there should be a major
effort to "deal with the problem at the
source" by' bringing international
pressure on Vietnam to provide for an
orderly departure program for
refugees, even though this approach
hasn't worked will in the past.
The panel issued its report following
a 25-day trip to Asia. Vietnam was not
visited, however. Part of the panel's
mission was to provide information on
which the administration could base its
determination of the number of
refugees it should admit during the next
year.
THE NUMBER for the current year
is 14,000 a nonth, although the actual
number admitted is fewer so far. The
panel did not make a specific recom-
mendation for the next year.
In addition to the 500,000 refugees
resettled in the United States since 1975,
another 300,000 have been resettled in
other Western countries and 265,000,
mostly ethnic Chinese, have gone to
China.
