With the resumption of Canadian control service to airliners entering and leaving American airspace, scores of jetliners roared to life to carry thousands of stranded travelers across the ocean: TRANSPORTATION Secretary Drew Lewis said yesterday the problem of long delays in trans-Atlantic air travel iseems to have subsided" and he predicted international flights would return to normal by this morning, The 12,000 striking U.S. controllers were left with the slender backing of controllers in Portugal, Spain and the Netherlands and a continuing snarl of litigation that could bankrupt their un- ion. In addition, the air controllers strike, while costing the airlines millions of dollars in lost ticket sales, may prove a cloud with a silver lining for many carriers. FORCED TO reduce their flights by an average of 25 percent, the airlines are gaining large savings by dropping unprofitable routes, laying off workers, and sideling aircraft that are less ef- ficient users of fuel. Those moves, which in some cases had been considered before the strike, were made easier when the gover- nment ordered a reduction in-the num- ber of flights after 12,000 controllers walked off their jobs Aug. 3 in a con- tract dispute with the government. Competitive pressures that had restrained some carriersfrom cutting capacity before the strike were removed when the Federal Aviation Administration froze the airlines' flights to an overall level of 75 percent of normal through labor Day. The FAA is expected to extend that limitation un- til next spring.
