" Whether a legal agreement existed between ABC news, WCBN, and Ann Arbor's WAAM radio-the station of the original broadcast-whereby WCBN could receive ABC news broadbasts. " Whether logs were falsified. " Whether disc jockeys have main- tained an illegal relationship with a local concert promoter, Eclipse Jazz. IF THE commission finds the radio station in violation of any regulations, it could exercise a number of options ranging from a written reprimand, to a fine, to holding a hearing to determine whether the station should lose its license. The last option, however, is rarely exercised, Sewell said, however, that "all charges have heen refuted to the satisfaction of the parties involved, ex- cepting, of course, the complainants." ACCORDING TO Toohey, the only "technical" violation which took place at the station was a plug made by disc jockey Michael Kremin for an ap- pearance he was to make at the Star Bar. "There was no evidence available of falsification of logs," Toohey said. "Mr. Kremin has agreed to forego further reminder announcements of his appearances." said University Vice- President for Student Services Henry Johnson in the statement of response. "That corrective action appears to ob- viate even the slightest chance of abuse." Toohey said he also contacted both ABC News and WAAM, radio and determined that there was in fact an agreement in 1973 which allowed WC- BN to broadcast ABC News. TOOHEY ADDED that to his knowledge there was "no impropriety connected with" the relationship bet- ween WCBN's disc jockeys and Eclipse Jazz. He also said that in preparing the response to the inquiry, he saw no in- dication that WCBN was operating out- side the proper control of the licensees, the Regents. "No abdication of control has oc- cured," stated Johnson in the response document. "My office actively oversees WCBN operations as it does all student activities." Johnson stated he would now require monthly reports on "details of operations" at WCBN and would require "forms on which all broad- casters will disclose all sources of paid employment."
