WASHINGTON-The government
may hire back "a few hundred"
Striking air traffic controllers if they
can prove they were harassed into
walking off their jobs, Transportation
Secretary Drew Lewis said yesterday.
But Lewis steadfastly maintained the
government never would allow the bulk
of the 12,000 strikers to return, even if
they left the picket lines.
"NONE OF'those will be back," he
said. "We don't want them back."
President Reagan said Wednesday
that although he felt bad that so many
controllers were being fired, "Our
position is irreversible ... they took an
oath" not to strike.
But Lewis said some strikers told the
Federal Aviation Administration they,
were intimidated into remaining away
from the job. He said those
people-"probably a few hundred at
most"-may be re-employed "if we
are able to document they are
legitimate cases."
LEWIS SAID a total of 5,163 dismissal
notices have been mailed to date and 17
control towers have been closed tem-
porarily.
Asked if there was any movement
toward a settlement in the dispute, he

Lewis said air travel was operating
yesterday at 73 percent to 75 percent of
normal. The FAA has frozen domestic
flights for a month at the current
reduced level.
IN A SHOW of support for their
striking American colleagues,
European air traffic controllers began
scattered action against U.S.-bound
flights yesterday.
Finnish controllers stopped assisting
direct flights to the United States and
will withhold their services until the
U.S. strike ends, said Tapio Moilanen,
chairman of the Finnish union in
Helsinki.
Norwegian controllers staged a brief
boycott of U.S. flights, then resumed
service. But they will clear the U.S.-
bound planes only as far as the
American border, according to Bjarne
Nilsen, an official of the 60-nation In-
ternational Federation of Air Traffic
Controller Associations-IFATCA.
THE ITALIAN controllers' union
began a "work-to-rule" action Thur-
sday afternoon to "underline their op-
position to the unjustifiable actions of
the American government and their
support of the right to strike."
The Italian union said its controllers
were following regulations strictly even
if they slowed down the system.
