"They have not given (official) notice they cannot provide service," so the county is assuming they can, he said. The county is, however, formalizing plans with localities to maintain service if alternatives are needed, Hunscher said. "The community tends to panic" when they hear that an ambulance ser- vice might be discontinued, he said, and the plans being considered are designed to assure the public that it will still be served, but by a different company. "OVERALL EXPENSES in the am- bulance business have risen by about 36 percent" because the prices of goods - such as gasoline and rubber - used by an ambulance have gone up so rapidly. "Most of the rise is due to pure in- flation," she said. Unless the county or Fontana-Taylor can find some way to meet the $180,000 deficit incurred each year by the ser- vice, Fontan said, "we can't honor the demands of the contract." The contract calls for Fontana- Taylor to provide five ambulances in strategic locations on 24-hour notice, according to Hunscher, and a sixth one is called for next year. IF A SOURCE for repayment cannot be found, the ambulance service cannot continue to provide the same level of care, Fontana said. One of two things must happen, she said. Either the deficit must be covered, or the service will be cut back. "I have stretched the dollar six times around the building with two cents left over," Fontana said, adding that fur- ther reduction of internal expenses is impossible. The contract with the county also calls for indigent claims - those unable to pay - not to exceed $50,000, when in reality the cost is $130,000 above that, Fontana said. ADDING TO the costs incurred are other various requirements such as the transport of inmates, some criminal suspects, as well as unidentified bodies. "Nobody has paid for them" yet, so Fontana-Taylor must pick up the tab, said Fontana. The initial subsidy of $150,000 in 1979 and $50,000 last year were "one-time subsidies" and will not be continued, said Fontana. The ambulance service asked the county to merely change the contract so that the county would pick up the cost of services rendered and not paid for, she said. FONTANA-TAYLOR will meet with its financial advisors to come up with any alternatives to a change in the con- tract, Fontana said, since the county has refused to open the contract to changes. County-wide, Fontana-Taylor per- sonnel perform more than 20 cardio- pulmonary resuscitations on ambulan- ce patients each month, Fontana said. "We are a service to the county," said Fontana, and "not conducted like any busines!, like a bookstore. All that is needed-tt coninue th ser-viois a way to pay the bills, she said .- Daily Photo by KIM HILL ONE OF THE FIVE ambulances Fontana-Taylor provides to Washtenaw County 24 hours a day. The ambulance service has warned the county that it may not be able to continue providing that service unless it can come up with enough money to offset its financial losses.
