had to rise to at least 25 cents, said Jim
Smith. The neggtiations were more
political than business-oriented, he
said.
But the union demands would have
been tempered by compromise during
bargaining, said Eisenbrey, adding
that the owners supposedly know that.
The store was reported to be $200,04 in
debt, she said, and no union could have
caused that.
Workers at Wordprocespors had
organized a boycott of the store which
was very successful, said June Smith.
"The boycott hurt us a whole lot," she
said. The store suffered a $4,000 loss in-
stead of a $10,000 profit during one mon-
th, she said. The union members even
stood at the counter and recommended
the customers to go to other copying
stores.
"I don't expect them to act
rationally,"said Jim Smith. They came
into the shop and thought it was a nice
business and they sure would like to
own it, he said.

Reagan unveils tough
immigration policy

WASHINGTON - Declaring that
"we have lost control of our borders,"
the Reagan administration unveiled a
new immigration policy yesterday and
said it will soon begin intercepting and
turning away boats bearing would-be
migrants from Haiti to Florida.
The administration's program also
seeks legislation to establish an ex-
perimental "guest worker" program
and make it unlawful to hire illegal
aliens. It offers a legalization program
for as many as five million illegal aliens
already here.
"LAST YEAR, the number of im-
migrants legally and illegally entering
the United States reached a total
possibly greater than any year in our
history, including the era of unrestric-
ted immigration," Attorney General
William French Smith told a joint

House-Senate hearing.
Smith, who declared "we have lost
control of our borders," estimated that
three million to six million illegal aliens
now live in the United States; about half
are from Mexico.
Once, the illegal migrants generally'
took agricultural jobs in the South-
west. But Smith said the illegal aliens
are now working all over the country.
Only 15 percent work in agriculture; 50
percent work in service jobs and 30 per-
cent have blue-collar jobs, he said.
The administration proposals include
an experimental "guest worker"
program that would allow employers to
import 50,000 laborers from Mexico an-
nually for two years.
Reagan said the proposals, including
many that need congressional ap-
proval, will preserve the U.S. tradition
of "accepting foreigners" - but-in a
