Secretary of State Richard Austin said the policy, which will be reflected in new auto title forms, was adopted as the result of a survey on underreporting of the purchase price in used car sales among individuals. PREVIOUSLY, the buyer, the person who actually pays the 4 percent tax, was responsible for reporting the sate price. The policy applies only to cars bought from individuals, not licensed car dealers. The state received about $33.5 million in use tax revenues from motor vehicle sales in the year ending Sept. 30, 1980. MARVIN Tableman, an aide to Austin, said there has been "a general impression throughout that there is un- derdeclaration in some of these used car transactions." While highly suspicious cases are reported to the state Treasury Depar- tment, he said, many involve fudging of only a few hundred dollars and do not - justify the expense of extensive in- vestigation. Because of the state's tight fiscal situation, however, officials considered whether it was possible to raise ad- ditional revenue by tightening procedures, Tableman said. A DEPARTMENT survey covering 10 secretary of state branch offices concluded underpayment on use taxes may range from $11 million per year to $23 million, Tableman said. He said the most likely loss is about $16 million, nearly half of the total amount collec- ted. The survey did not indicate the frequency of false reporting, but Tableman said he is confident most car buyers provide accurate figures. Under the new policy, similar to the practice in nine'other states, the seller will be required to record the sales price on the vehicle title. "Experience in other states in- dicates" this will result in less cheating, Tableman said. He added the change may be merely a first step in a general crackdown. It can be accomplished without ad- ditional cost since title forms were being changed anyway, he said. Other steps under study, such as checking all transactions, would require additional funds.
