William Milliken said yesterday a short "cooling off" period is needed before reconsidering the property tax issue, and suggested new action be made by the Legislature rather than through a ballot proposal. In an afternoon news conference, Milliken said he was uncertain what steps should be taken following the resounding defeat Tuesday of Proposal A but agreed with lawmakers that it is too late for any ac- tion affecting this year's summer property tax bills. "I'M IN NO hurry now," he said, noting the economy and Detroit's fiscal troubles now have a higher priority. "The people have had their chance and have reminded us they're not fascinated with property taxes." "An immediate cooling off period is needed and maybe we'll decide not to go back to it at all," said Milliken, who earlier had met with legislative leaders to begin plotting future strategy. The governor said he is uncertain what new position he will take on property tax reform. "We need to assess and reassess," he said. THE NEXT MOVE may be to let the legislature enact whatever property tax reforms and cuts it can, the governor said. No plans have yet been made for the $165 million set aside to enact Proposal A in the fiscal 1981-82 budget. The governor said he had altered his schedule to eet privately with Tisch, but said the tax cutter wanted a circus, he wanted a press conference, he anted a show." Emmy's NEW YORK (AP) - "General Hospital," network TV's top-rated soap opera, was honored as the season's out- standing daytime serial during nationally televised Daytime Emmy Award ceremonies Thursday. The ABC soap received three Em- mys, including awards for supporting actress and direction, more than any other single program. ABC won seven Emmys, CBS five, syndicated shows four, NBC three and the Public Broadcasting Service two, as the awards program ran a half-hour longer than scheduled. In addition, the National Academy of Television Arts and Sciences presented its Trustees' Award to Agnes Nixon, creater of two of the longest-running soap operas,, "One Life to Live" and "All My Children," both on ABC. Nixon explained her formula for a successful soap opera with a paraphrase of Charles Dickens. "MAKE 'EM LAUGH, make 'em cry and make 'em wait," she said. Nixon has been creator or head writer at one time or another for "One Life to Live," "Search for Tomorrow," "As the World Turns," "The Guiding Light," "Another World" and "All My Children." She is to daytime television what Norman Lear is to prime time - an in- troducer to the tube of such controver- sial subjects as wife beating, child prostitution, pap smears, divorce and abortion. Her present show, "All My Children," won two of the 21 coveted statuettes handed out for daytime television.
