system "makes it relatively easy for
physicians to establish themselves
irrespective of existing market con-
ditions," Rosen said.
The system insulates patients from
the cost of services they receive and
allows physicians to "generate their
own demand" through marginally
necessary repeat visits, he said.
Increasing the total supply of doctors,
he said, "simply won't solve that
problem because they migrate to areas
of the state they find desirable to live
in.

Caretaker found dead
The body of a 49-year-old Ann Arbor
man was found'in his car parked behind
Pi Beta Phi sorority shortly after 10 p.m.
Monday, police said.
Police said last night they believe
Willie Lee Minor died of a heart attack,
but said an autopsy would be performed
to determine the cause of death for cer-
tain.
Minor was a caretaker for the
sorority, which is vacant for the sum-
mer, according to a student who lives
next door.
Police aren't certain if Minor went to
work for his scheduled shift at 8 a.m.,
but if he didn't, police say, the body
could have been in the car as long as 14
hours before it was discovered.
Fraternity robbed
A second-story room in Delta Upsilon
fraternity was broken into some time
between May 1 and May 10 when its oc-
cupant was out-of-town, police said. -
The thief gained access through the
unlocked window and stole a tape
recorder valued at $300 and $350 worth
of tapes.

The office investigated the oversup-
ply problem at the request of a Senate
committee. Information was provided
to support recommendations of the
latest state health care plan.
