Texas governor expands list of disabled counties CORPUS CHRISTI, Texas (AP) - Gov. Bill Clements completed a two- day helicopter tour of South Texas yesterday and expanded his disaster declaration to include nine counties raked by Hurricane Allen's winds, torrential rains and near-record tides.
