PHILADELPHIA - Seven lifeguards
at city-owned pools were rated "non-
swimmers" yesterday, one day after
the Philadelphia Recreation Depar-
tment was ordered to close its over-
night camp because of alleged coun-
selor brutality.
The rescue ability of the city's 358
lifeguards was questioned after a youth
drowned early in July and a report cir-
culated that some lifeguards had pur-
chased fake Red Cross certificates to
get hired.
ALL LIFEGUARDS were ordered
retested Wednesday night, but 150
failed to show up. Of those who did take
the advanced Red Cross life-saving
test, seven failed and were rated "non-
swimmers."
Those who flunked none of whom
worked at the pool where the drowning
occurred - will be given a second test
before any dismissals take place.
At Camp William Penn, Lt. Jack
Lyons, who is heading the investigation
into charges that campers were struck,
forced to stand nude as punishment,
and forced into sexual acts, said the
exact number of counselors implicated
was not known.
LYONS SAID the city had received
about 50 calls on a special hotline
established in the managing-director's
office Tuesday.
