Beyond the legality of such an'ac- tion, it raises the question of the president's self-described arms-length role in Billy Carter's Libyan connec- tion. AT THE WHITE House, spokesman Ray Jenkins said the president recalls discussing "low classification" cables with his brother, but does not remem- ber showing the documents to Billy or giving them to him. "The president's best recollection is the only State Department cables he has ever discussed with Billy Carter are low classification cables (not top secret) from our embassy in Libya in reporting on Billy Carter's first trip to Libya in September 1978," Jenkins said. Jenkins said the cables Carter discussed with his brother indicated that the trip "had gone well from the U.S. embassy's point of view." "THE PRESIDENT DOES not now recall whether he saw the text of these cables himself or heard about them," Jenkins said. "He does not now recall showing the texts to Billy Carter or giving him copies." Lisker said the cables he laid out on the table were routine State Depar- tment documents on Billy Carter's trip, describing such things as his welcome to Libya-and his instructions from the State Department not to get into anything controversial. Meanwhile, in response to questions, Attorney General Benjamin Civiletti said through a spokesman yesterday he has not considered resigning, has not been asked to resign by anyone in the White House, nor has he been asked to alter plans to leave today on a 18-day business trip to Honolulu, New Zealand, and Australia. Don't read this over breakfast A self-proclaimed punk rock musician using the name "Charlie Monox- ide" allegedly ripped open the chest ofa 32-year-old parrot that spoke three languages, then drank the dead bird's blood. The mutilated bird, its eye plucked out, was found by Tucson, Arizona sheriff's deputies investigating a burglary at the home of a teen-ager. The parrot spoke three languages and was valued at $7,000. The suspect, whose real name is Charles Horn, 22, his girlfriend, Anna Mercer, 21, known on stage as "Mercy Murder," and Hec- tor Molina, 20, were charged in the burglary case. Horn told Malina he opened the bird and sucked out its blood after Molina's bulldog bit the parrot and stunned it, deputies said. Horn, who has bleached blond hair with a shock of bright blue, was held in lieu of $5,000 bond on charges of second- degree burglary, theft, criminal damage, and marijuana possession. It was not known whether Horn had any "Dead Boys" or "Buzzcocks" records with him at the time of his arrest.
