MICHIGAN CAMPAIGN Director Colleen Engler said she fears voters will opt for Anderson, thinking he needs their support in this election in order to appear on the fall ballot. In fact, the maverick Republican needs votes in the August primary in order to qualify for ballot status in November. Engler said the Bush campaign will launch a last-minute education drive keying on Anderson's local delegate candidates. The message will be a vote for Anderson is "actually a vote for Reagan," she said. "It takes away votes from us." State GOP Chairman Melvin Larsen said the party will go to court "as quickly as possible" to get Anderson off the ballot. The suit may be filed directly to the Michigan Court of Appeals, he said. Although Anderson missed the with- drawal deadline, Larsen said, this case is unique because he is still cam- paigning as an independent. "The law is silent on dealing with a third party candidate who's actively campaigning.
