Page 6-Friday, July 11, 1980-The Michigan Daily Detroit strike lingers on as talks break off; convention looms DETROIT (UPI)-Talks between the city and striking municipal workers broke off yesterday, heightening worries about next week's Republican National Convention, but union leaders made a new contract offer soon after- ward. State labor officials who were serving as go-between in the marathon negotiating session suspended the talks indefinitely at around 'noon, saying in exasperation that neither side ap- peared willing to move. Municipal Employees submitted a new proposal just three hours later, its seventh during the 10-day walkout that has halted buses and garbage collec- tion. No details were immediately available on the new union offer. The breakdown in talks came just hours after review of a new city con- tract offer and a union counterproposal prompted expressions of optimism set- tlement of the dispute might be near. The city, however, rejected the coun- teroffer from AFSCME, and it became apparent to mediators the session was going nowhere. Mayor Coleman Young, who called the latest AFSCME proposal "ridiculous," insisted he will not allow an ongoing strike to tarnish the GOP convention, which opens Monday.
