Richter
resigns as
marching
band head

by Richter's resignation, and commen-
ted on his work over the past year.
"He brought a lot of new ideas to the
Michigan band - he brought a lot of
new (marching) styles," Bordo said.
He explained Richter brought with him
experience with various bands and
styles of marching across the country,
which he introduced to the Michigan
band. Richter formerly was director of
the University of Cincinnati bands and
was also assistant director of the
University of Texas Marching Band.

Richter assumed the position of mar-
ching band director last February,
replacing George Cavender, who
became director of development and
publicrelations for the School of Music.
One of Becher's first responsibilities
as marching band director will be to
prepare the band for the Republican
National Convention. The band will
open the convention on July 14 and also
perform on July 15, Becher said. As was
requested, the band will perform some
Michigan songs, he added. "We're all
looking forward to the performances,"

Becher said.
Bordo said he felt Becher was very
qualified to lead the band at this point.
"Personally, I couldn't think of anyone
better than Eric," Bordo said. "He's
very competent in drilling and conduc-
ting. I'm very excited for him."
Reynolds said an interim, rather than
full-time director was chosen, because
it is too late in the year to post the
position and find someone in time for
the fall season. He expects to name a
permanent successor around January.
"We're going to take our time," he said.
Board of
Education
OKsplan
for racial
balance

The Ann Arbor Board of Education
endorsed a plan June 25 which aims to
racially balance the area's public
schools by September 1981.
According to Board Trustee Kathleen
Dannemiller, the provisions of the
racial balance plan, passed by a 6-3
margin, include:
" The formulation of five inter-
mediate school clusters by the ad-
ministration or a computer firm
(Ecotran) ;
" The administration's development
of "cluster committees," composed of
administrators, parents, teachers and
members of the Citizens Advisory
Committe on Racial Balance. They will
be charged with submitting a plan to
the board by January 1, 1981 which
would racially balance their respective
clusters. The cluster committees will be
required to follow state guidelines
which call for a black enrollment of no
more than 32 per cent and no less than
two per cent in area public schools;
" The committee's formulation of a
proposal to maintain racial balance in
the future;
" The committee's examination of
concepts such as the "pairing" of two
contiguous schools, which would man-
date housing grades K-3 in one facility,
and grades 4-6 in another school;
" No consideration be given to school
closings;
" Emphasis on policies which would
encourage people to "shift" their
children's schools voluntarily;
" The containment of student busing
to within the cluster; and,
" The board's evaluation of one
proposal as compared to another, and
final judgement as to what type of plan
will be implemented.
Opponents of the racial balance plan
are currently seeking opinions on the
legality of the proposal, Dannemiller
said.
