But they broke ranks on including the Palestine Liberation Organization in Mideast peace talks. The leaders confirmed a commit- ment to strengthen the common defen- se of the NATO allies and called for "the earliest possible fulfillment" of the alliance's long-term defense goals. The allies have agreed to deploy 572 new nuclear missiles in Western Europe in the next three years to coun- ter the growing Soviet arsenal of SS-20 missiles in Eastern Europe. Carter wants to halt any erosion of that agreement by NATO members, especially West German Chancellor Helmut Schmidt. Carter and Schmidt will meet tonight in Venice. As a security precaution, the Colosseum and Roman Forum were off- limits to all other visitors during the tour. A demonstration by four leftist groups at the Piazza Colonna, behind the Chamber of Deputies, was broken up by police before the president drove past.
