Palestinians refused to join the
negotiations to determine the extent of
autonomy to be granted to the 1.2
million Palestinians living in Israeli-
occupied territories. The talks have
stalled, -but Egypt, Israel, and the
United States are working on a plan to
resume the negotiations.
European officials said yesterday's
announced policy was not meant to be a

slap at President Carter and his hopes
for autonomy talks. But the leaders
said the member states "consider that
traditional ties and common interests
which link Europe to the Middle East
oblige them to play a special role and
now require them to work in a more
concrete way towards peace."
According to Germany's Munich In-
stitute for Social Statistics, the French
are the most prolific writers of love let-
