Guerrillas
attempt to
free Kabul

NEW DELHI, India (UPI) - Soviet bombers
backed by mortars and tanks-destroyed villages out-
side Kabul killing up to 1,000 rebels, but hundreds of
guerrillas snuck into the Afghan capital to try to
liberate the city, reports said yesterday.
"The bombing raids have caused widespread
devastation around Kabul," villagers on the outskirts
of Kabul told one traveler.
IN WASHINGTON, a State Department
spokesman confirmed hearing reports of heavy
fighting around Kabul and said it was also reported
that rebel forces have interrupted traffic on all major
roads in and out of the Afghan capital.
The spokesman said some sources reported the
arrival of more Soviet troops in the country, but that
there was no way of confirming the reports.
There had been an estimated 85,000 Soviet troops in

Afghanistan.
Rebel organizations in Pakistan said Moslem "holy
warriors" shot down one of the Soviet bombers and a
helicopter gunship in quick succession at Shakar-
dara, 18 miles north of Kabul.
A RELIABLE REPORT received in New Delhi said
armored Soviet personnel carriers have climbed into
the Pagman hills near Kabul where thousands of die-
hard rebels are massing to attack the capital and end
the Soviet occupation that began in December.
As many as 20,000 guerrillas were waiting in the
mountains after having gathered from the nearby
provinces of Bamian, Vardak, Logar, and Parvan.
Villagers fleeing those provinces said Soviet tanks
and personnel carriers surrounded their homes, the
reliable report from Kabul said.

THE 13 OPEC nations have set their
own prices since February 1979, and
several previous efforts to restore a
uniform pricing structure have failed.
The last try was in Caracas, Venezuela
in December.
Industry analysts said the Iraqi plan
would add about 7.5 cents a gallon to
U.S. gasoline and heating oil prices and
boost OPEC's oil income by about $15
billion a year, or 5 per cent, from $315
billion.
They said the projected increase was
attributable to the fact that large oil-
producing nations like Saudi Arabia
currently charge less for their oil than
some of the smaller cartel nations.

IN AN OPENING speech to the con-
ference yesterday, Algerian President
Chadli Benjedid said, "We should avoid
a flooding of the market with oil."
Conference sources said the Saudi oil
minister has come under pressure from
his OPEC colleagues,. particularly
Venezuela and Iraq, to cut back Saudi
oil production by between 1 million and
1.5 million barrelsper day.
Saudi Arabia currently produces 9.5
million barrels per day and some OPEC
members fear that with a small surplus
developing in the market, the excess
Saudi production could hamper OPEC
attempts to boost prices later.
