Kabul
ready for
rebels
NEW DELHI, India (AP)-Soviet
forces are:taking up positions at the
mountainous western and northern
perimeters of Kabul, readying for
possible Moslem rebel attacks on vital
Soviet military bases or the
Afghanistan capital itself, Afghan
sources reported yesterday.
About 20,000 insurgents from Bamian
and Wardhak, central Afghan provin-
ces seething with guerrilla activity,
have dug in at the Paghman mountains
about 13 miles west of Kabul and skir-
mishes with Russian troops have
begun, said an Afghan traveler who
arrived from Kabul and asked not to be
named.
HE ADDED THAT Russian tanks and
troops were moving out to defend the
city and Kabul residents could hear ex-
changes of fire. Other arriving air
passengers were unable to confirm this,
except for an Indian student who said
he had heard distant artillery firing for
two or three hours during each of the
past three days.
Some 85,000 Soviet troops poured into
Afghanistan in December to help the
two-year-old Marxist regime there put
down the rebellion by anti-communist
Moslem tribesmen who control much of
the countryside.
In Moscow,. Soviet President Leonid
Brezhnev met with Indian External Af-
fairs Minister V.P. Narasimba Rao
yesterday and restated the Soviet
position on Afghanistan-that Russian
troops would be withdrawn once° the
United States guaranteet to stop any in-
tervention there, the Soviet news agen-
cy Tass said.
THE SOVIETS CLAIM that Palistan,
China, and the United States have been
aiding the guerrillas. The three nations
have denied the charge. Russia says its
troops are in Afghanistan at that coun-
try's invitation to help put down the
Moslem rebellion.
An incomplete report from Kabul
said Moslem "Holy Warriors," as they
call themselves, have been in the
Paghman mountains the past week ap-
parently planning to attack Khair-i-
Khana, a major Soviet troop base nor-
thwest of the canital.

KEY WEST, Fla. - A Coast Guard
cutter accompanied 15 boats across the
Florida Straits yesterday in what may
be the last flotilla of the Cuban sealift.
The Coast Guard reported that about
15 boats left the Cuban port of Mariel
early in the day, with the first of them
expected to reach Key West by night-
fall.
BASED ON earlier estimates, the
Coast Guard says about a dozen or so
boats remain in the harbor that once
was jammed with ships of all shapes
and sizes, from working shrimp boats
to sleek yachts.
"I wouldn't even hazard a guess
about when the last ones are going to
leave," said Coast Guard spokesman
Joe Amato.
Radio Havana said some 50 boats are
still at Mariel.
"We're not sure how many boats
remain, but we know it's better than a
few weeks ago when we had 2,000 boats
there," said Coast Guard spokesman
