The White House ,also announced the arrests of t about three dozen "ringleaders" believed responsible for Sunday distrubances, in which state police fired toward hundreds of rock- throwing refugees, four buildings bur- ned, five Cubans were hit by gunshots and 15 troopers were injured. WITH ABOUT 18,000 Cubans who fled their homeland in a flotilla of small boats waiting to be processed at Fort Chaffee, tension has been building. The refugees claim they are being un- necessarily detained by red tape, and some officials say they weren't prepared to handle such a crush. About 1,000 refugees have been processed here so far. There have been several noisy protests and attempted break-outs. The worst came Sunday evening when three buildings at the fort were destroyed and a fourth, a mess hall, was heavily damaged by fires set by angry Cubans who roamed in bands through the compound after security forces repulsed a breakout. RELATIVELY LITTLE trouble has been reported at several other centers set up around the country to handle the almost 95,000 refugees who have arrived from Cuba in the past six weeks. White House press secretary Jody Powell said military security personnel at Chaffee had been increased from 600 to 2,000 on Carter's orders. In Key West, Fla., there was a resurgence of the Cuban exodus, when at least 66 boats-set out for Florida in rough seas yesterday.
