seems to be "very, very antagonistic to
both the person (Stegeman) and the
proposal."

University Towers, and that would ex-
clude the Stegeman proposal. I just
have a hunch that the council doesn't
want that big a project.
"My position would be that the city
should not just fill the land," she added.
McINTYRE COUNTERED Morris'

something that will be beneficial to the
city of Ann Arbor."
Councilman Earl Greene (D-Second
Ward) said, "I think the scale is
probably too large for the area. I don't
think the plan will ever withstand plan-
ning commission review."
That review is the next step for city
approval of the project.
Stegeman's plan has been criticized
by community members, council
members, and faculty members.
