Pog. 14-Thursday, May 8,1980-The Michigan Daily Mondale, Brezhnev to attend Tito funeral; Carter stays at home 4 I From AP and UPI Vice President Walter Mondale arrived in Belgrade yesterday to represent the United States at the funeral of JosipBrozTito..Mondale said U.S; support for the independence and uhity of this diverse Balkan nation "has not changed with the passing of a great leader," Mondale heads a 24-member U.S. delegation and will join kings, princes, presidents and prime ministers for today's funeral of the Croatian peasan- ts' son who founded the non-aligned movement and preserved Yugoslav in- dependence in the dangerous Cold War years. Soviet President Leonid Brezhnev - whose, predecessor, Josef Stalin, ex- pelled - President Tito from the Moscow's communist fold in 1948 - will be the principal world figure among the mourners. In an editorial yesterday, the Times of London said President Carter's decision not to attend had "conveyed the message that Yugoslavia is more important to the Russians than to him." The London Daily Mail wrote, "Once again, the White House has blundered." In Washington, a White House official who declined to be identified said criticism of Carter's decision was "carping." He said the president decided not to go to the funeral because he believed a "foreign trip under these circumstances would not be ap- propriate," referring to the holding of 53 American hostages in Iran and the current presidential campaign. Meanwhile, another U.S. official, amplifying the White House remarks, said it was considered inappropriate for Carter to be "showboating in Belgrade while Itome burns," a reference to the U.S. hostages held in Iran. This official, who declined to be iden- tified, said there was a fear that Car- ter's attendance may have been inter- preted as political maneuvering and so it was decided to keep the delegation low key. Brezhnev, it was learned yesterday, has agreed to do away with the national anthems and flag ceremonies during the Moscow Olympics in an effort to prevent a widespread boycott. Brezhnev, IOC move to avert widespread boycott a MOSCOW (UPI) - Lord Killanin, president of the International Olympic Committee, (IOC), won agreement from Soviet President Leonid Brezhnev yesterday to eliminate national an- thems and flags from the Moscow Olympics in an attempt to prevent a widespread boycott, Soviet sources said. Killanin and Monique Berlioux, director of the IOC, slipped into Moscow unannounced and met Brezhnev in the Kremlin to discuss ways of averting a boycott that could turn the July games into a farce. THE 73-YEAR-OLD Soviet leader received Killanin just hours before flying to Belgrade for the funeral of Yugoslav President Josip Tito. A statement issued at the IOC's Swiss headquarters in Lausanne, Swit- zerland, said "a frank discussion" took place. The changes in Olympic ceremonies were. initially agreed by Soviet organizers April 21-23 in Lausanne. But Soviet sources said Brezhnev's personal agreement and the fact he met Killanin emphasized the seriousness with which the Soviet Union viewed the boycott threat.
